David Armstrong

David studied accountancy at Newcastle and spent almost 20 years in a variety of Finance, IT and Change Management roles, mostly within the Financial Services industry. Joined Flagship in 2009 as Head of IT and Systems, became CFO in 2012. Flagship manages and maintains more than 22,500 homes in the East of England and aims to build at least 500 new homes a year.

David also sits on the Chambers Board as Honorary Treasurer.

Jon Barnard

Jon Barnard of Greyfriars Project Management has over 20 years’ experience delivering major infrastructure projects across the UK for both the private and public sector. Working for local authorities he has project managed a significant number of transport projects throughout Norfolk including the Broadland Northway (previously named NDR).

Jon is recognised nationally as one of the most experienced and dynamic project managers in the industry with a passion for delivering practical transport solutions enabling towns and cities to thrive in a logical and sustainable way. He has represented national clients in planning enquiries as an expert witness and speaks regularly and national conferences on the practicalities of delivering major projects throughout the planning process.

Greyfriars Project Management is a multidisciplinary project management and planning consultancy based in Norwich. The organisation has provided project management advice and support for the Great Yarmouth Third Crossing and carried out independent reviews of bid submissions for major UK contractors. Greyfriars Project Management is currently working on several national significant transport projects.

Alex Durand

Alex joins the Transport and Infrastructure Board at the Norfolk Chambers of Commerce with over 20 years’ experience in aviation, and also sits on the British Chambers of Commerce Expert Transport Panel.

With a background of over 20 years in aviation businesses, he brings extensive experience of working in the UK and internationally in aircraft operations, sales and charter broking. Alex has been CEO at SaxonAir since 2013, developing the Klyne Aviation Group of businesses based at Norwich Airport. An Honours graduate of Birmingham University and alumnus of the Goldman Sachs 10,000 Small Businesses programme, he was recently appointed as Vice Chairman of the British Business & General Aviation Association. Additionally, Alex works to promote nominated local charities such as the Community Sports Foundation and the East Anglian Air Ambulance.

Ellen Goodwin

Ellen is the Infrastructure Manager at New Anglia LEP (NALEP) and is responsible for developing and implementing the LEP’s infrastructure strategies and plans around housing, transport, digital, utilities and flood defences.  She oversees and supports the work of the LEP’s Infrastructure Boards and their associated infrastructure projects and programmes.

Ryan Coles

I have been with Aviva since 2003 after a 5-year break when I worked for local accountancy firm Lovewell Blake and PwC, both in property/project related roles.  

A member of the Group Property and Facilities team; with a small team in the UK and wider support model across all operating locations from Canada to Singapore supporting global transient travel and fleet operations for Aviva staff.

Responsible for the management of the entire supply chain across fleet manufacturers and lease provider, travel management companies and travel suppliers – driving better behaviour and purchasing with a strong focus on cost management, risk awareness and safety management, and the environmental / wellbeing agenda.

A fleet of c. 770 essential user vehicles in the UK and c. 1,500 globally.

A qualified basketball coach and referee of almost 30 years (now retired), a keen walker (Great Wall of China and Machu Picchu) and cyclist (London to Paris and Prudential Ride London) using my love for these to raise funds for charity.

Married with one black Labrador called Milford.

James Alflatt

James is a Partner within the EIA Service, part of the planning division, leading a team of expert practitioners who manage, co-ordinate and produce environmental impact assessments for a wide range of complex residential, commercial, waste, leisure and mixed-use urban development and infrastructure projects across England.

James joined Bidwells in 2007 from previous employment with a local planning authority in Norfolk, where he was involved in both planning policy formulation and development control.

James is also a chartered town planner and continues to provide specialist town planning advice to a range of private and corporate clients.

Paul Clarke

Paul has lived in the Norwich area since 1977, although he was for a time responsible for setting up and running a branch office in Manchester for a number of years, from 2001.  Originally from Dewsbury in Yorkshire, he moved around the country before his parents settled in Ipswich.  Having finished school, he immediately went to work for a number of Councils in the area before moving to Norwich.

He has had over 40 years experience in Town and Country Planning, of which 25 was in Local Government.  In February 1998, he joined Carpenter Planning Consultants and made a Director in March 2000.  In March 2004, CPC merged with Bidwells and he assisted in a programme of expanding the planning consultancy part of the business and establishing new offices.

Paul is the Associate Partner / Architecture & Planning for the Brown & Co office in Norwich. His core skills are promoting sustainable development and delivering planning permission on a wide range of sites. Paul is currently a national judge for Planning and Placemaking Awards, and is a member of the Building Growth sector group advising New Anglia LEP on the delivery of its Strategic Economic Plan. 

In his free time, Paul can be seen either golfing or gardening (sometimes combining the two!) and holidaying on cruises.

Chris Spinks

Chris is part of the Sales and Marketing team at Dereham based traffic safety systems company Westcotec.

Chris has been with the company since January 2016 having retired after 30 years serving as a police officer in Norfolk. He achieved the rank of Chief Inspector, Head of the Roads Policing and Firearms Operations Unit for both Norfolk and Suffolk. He was heavily involved in partnership work with both county councils and Highways England around road infrastructure improvements, casualty reduction schemes and other related issues.

He qualified as a Serious Collision Senior Investigating Officer, Firearms, Public Order and Football Ground Commander during his time in the service.

Chris is married with two teenage children; his daughter is currently studying law at University in Canterbury and his son is studying for his GCSEs.

Chris sits on the Transport and Infrastructure Group.     

Bruce Hart

Bruce Hart

Bruce is a Partner in Paul Robinson Partnership (UK) LLP.  He is an architectural technician with over 35 years experience of building and project design and project administration.

Bruce has successfully seen many projects through fully from feasibility to completion on site.  He works in many sectors, including retail, commercial and industrial, sports and leisure, housing, agricultural, medical and education.

Paul Robinson Partnership (UK) LLP is a Norfolk based architectural practice with a successful track record of over 40 years.  Within the client portfolio, the Practice includes national and international companies as well as individual and private sector clients.  They work on projects nationwide.  Their projects range from one-off commissions fully into multi million pound construction projects.

Paul Robinson Partnership provides a practical design process throughout their projects.  At the same time, they tailor their service to the individual needs and aspirations of all clients and all the projects are overseen by Partners or Associates within the company.  This philosophy has retained a large portfolio of returning clients.

Owen Clark

I am a Chartered Surveyor and senior property surveyor in the Aviva Property and Facilities team, specialising in the management of the corporate estate in the UK and Ireland, but with further responsibilities in Europe and North America. My main task is dealing with acquisitions, disposals and corporate property strategy.

I have lived in South Norfolk for 26 years with my wife, my children having abandoned Norfolk for London and Canada.

In my spare time, I enjoy watching Rugby and Cricket, my playing days long past, Military history, having written the official history of No.47 Squadron RAF, and my 20-year-old Land Rover Defender.

Jonathan Cage

Jonathan Cage – Chair

Jonathan is a Chartered Civil Engineer possessing over 23 years of experience in working with both Private Sector and Public Sector clients solving technical property and infrastructure problems and providing specialist advice on transportation, flood, energy, utilities, infrastructure, drainage, CDM, water supply and project management. Jonathan is Managing Director of Create Consulting – a dynamic, new engineering and environmental consultancy providing support on all technical aspects of land and property development. Create’s successful combination of a wide range of experienced technical expertise coupled with a personal service is delivering practical engineering and environmental advice across the UK and is now actively seeking opportunities further afield. Create’s multi-disciplinary approach to engineering and environmental consulting has brought it a number of prestigious national and local clients, resulting in Create successfully and rapidly increasing its turnover. The company has expanded into London and is also eyeing the Cambridge market, amongst others. Create is working within the knowledge sector and puts sustainability at the heart of all it does, whether for clients or for itself. It is positioning itself to become a major business over the next few years and is committed to remaining in Norwich, with bespoke new premises that operate to the highest energy standards. Jonathan is a member of the Board for the Norfolk Chamber of Commerce and holds sector responsibility for Transport, Planning and Construction as the Chair of the Chamber’s Planning & Development Group.  Jonathan is also the Norfolk Chamber Representative for the New Anglia LEP Transport Forum. Jonathan was enormously proud for Create to be awarded the accolade of the EDP Best New Business Award for 2011.
